JACKSON, MS (Mississippi News Now) - Jackson police arrested 34-year-old Hanifah Muhammad for the cold case murder of Felicia Spann.

41-year-old Spann was shot in the head and found wrapped in a plastic sheet in 2013.

Michael Buck was arrested but the Hinds County grand jury did not return an indictment.Prosecutors now say Muhammed fired the fatal shot.

"We believe that is the person who pulled the trigger," said Hinds County District Attorney Robert Smith. "We do have others that were looking into but that was a major investigation that was done, very successful investigation and it was done very thorough."

Investigators can't disclose a motive in the shooting, but family members shed light on what they've learned.

"She was at someone's house or something," said Lawrence Spann, Felicia's father. "She was messing with this lady and she turned over and just shot her.  It feels great to have closure on my daughter; from leaving her out there to have the birds to get to her, so on and so on, and it was terrible. I'm glad to have this person that killed my daughter."

This is the second tragic loss for the Spann family. In 2010 Felicia Spann's daughter, Felicia Miller, died from a gunshot wound to the head inside a room at the Metro Inn on Ellis avenue.

Her killer is still out there. An arrest was made in that case but there wasn't enough evidence to move forward.

We are told Michael Buck's case could be presented to a grand jury again at a later date.
